Rebuilding 'Big Easy' Not Easy

New Orleans should not be rebuilt on its existing site, says USU researcher Richard Toth. "Putting people back into harm's way is irresponsible," he says. Toth recommends finding a safer, alternative site in Louisiana to build a new community. Will it be the same? Of course not, says Toth, but it could be a reflective monument of a unique, historic city.
