High Voter Turnout May Not Ensure Success

Iraq’s high election turnout is a good sign, says Utah State University professor Mike Lyons, but it may not ensure success. The comparably low turnout among the Sunni minority is the real question, he says. Whether the Sunni population will view the election and the resulting government as legitimate is a crucial test.
