Does Wet Spring Signal Summer Fire Danger?

The Intermountain West's wet spring was a welcome change from previous years but could it heighten summer wildfire danger? Increased weed and grass growth in the valleys will increase fire danger during hot, dry, windy weather, but snow will keep peaks moist and may even act as a fire break.
