Dirty Dealing

Efforts to improve environmental quality have spawned a surprising commodity: pollution. Emissions trading enables entities that produce a lot of pollution to meet emissions targets by buying credits from those that produce less. USU economist Arthur Caplan is working on an EPA-funded project to determine the feasibility of water quality trading in the Bear River Basin.
